1. Job Sumary: Under the supervision of the Director of Operation Division the Component Manager will:
         Act as MRC focal point for all watershed management related activities in the MRC;
         Coordinate with the GTZ-implemented Watershed Management Project;
         Act as MRC focal point for the Nam Ton Sustainable Watershed Management Project; and
         Manage the implementation of the Nam Ton Sustainable Watershed Management Project - PPII.
2.    Key Tasks
The Component Manager’s tasks includes:
2.1.Focal Point for Watershed Management Related Activities at MRC
         Analyses the major watershed management issues in the Lower Mekong Basin, in particular investigate the nexus to external development pressures, resulting from hydropower, and land use changes relating to agro-industries and mining.
         Map institutions active in watershed management related areas in the Mekong region;
         Monitor and map land use, using a consistent system across the Lower Mekong Basin;
         Collate good practice in sub-catchment and trans-boundary watershed management, and analyse their applicability in the Lower Mekong Basin;
         Conceptualise the role of MRC in watershed management in the basin;
         Develop a coherent and focused strategy and project portfolio in watershed management;
         Ensure knowledge sharing with other contextual initiatives, MRC Member States and development partners, and the integration of watershed related matters into other MRC Programmes and Initiatives; and
         Develop and implement collaborations of various forms with external initiatives in thematically related areas; and
         Develop and implement collaborations with other MRC Programmes and Initiatives in thematically related areas, in particular with the ISH on sustainable catchment and reservoir management, and with the BDP on the trends and consequences.
2.2.Coordintate with the GTZ-implemented Watershed Management Project
         Participate in operational planning and implementation of the Project;
         Ensure the Project’s alignment to MRC’s Strategic Plan, responsiveness to the current development context and relevance supportive to other MRC Programmes and Initiatives;
         Align the Project’s implementation arrangements to the respective MRC processes and procedures;
         Ensure the alignment, relevance and quality of the Project’s intermediate outcomes; and;
         Participate in key events of the Project.
2.3.MRC Focal Point for the Nam Ton Sustainable Watershed Management Project
         Coordinate with GoL line agencies at national, provincial and district level on the implementation of the Project;
         Coordinate with  the Project Implementation Unit of PPI;
         Integrate Project results into related MRC Programmes and Initiatives; and
         Results monitoring and reporting, and communication for the Project.
2.4.Manager of PPII of the Nam Ton Sustainable Watershed Management Project
         Scoping of thematic focus areas for PPII;
         Operational planning, resource schedules and budgets for PPII;
         Providing technical inputs related to watershed management, mainly to PPII; and
         Results monitoring and reporting, and communication for PPII.
3.       Scope of Authority
a)      Supervision requirements: Supervise MRCS professional officers and administrative support staff under the Component (- if any); coordinate with the manager of the GTZ-implemented Watershed Management Project; and supervise of consultants providing technical inputs under the Nam Ton Sustainable Watershed Manage­ment Project - PPII.
b)      Level of autonomy: Decision-making is recommendatory, subject to the final approval of the AIFP Programme Manager and/or Director of the Operations Division.
c)       Level of problem solving required: Problem solving is complex and the incumbent must display initiative, and strong analytical skills and creativity.
d)      Level and type of communications required: Communications are wide, both within and outside of the organisation, and a variety of written documentation is required of the position.

2.       Post-Specific Qualifications

-          Advanced degree in relevant area such as Water Resource Management, Environment, Agriculture and Rural Development.

-          10 years practical experiences in natural resource management, including work experience with a development agency or service providers and with implementing development projects in rural areas.

-          Advanced knowledge of current trends and approaches in natural resources management, watershed management and rural development. Advanced practical knowledge in research-for-development activities relating to land use changes, and the water-poverty nexus. Practical knowledge in setting up and operating results-based monitoring systems for development projects.

-          Advanced computer skills.

-          Good interpersonal skills especially in a multi-cultural environment.

-          Very good command of English, both written and spoken. Very good report writing skills in English language. Working knowledge of more than one riparian language is an advantage.
